I have the honour to transmit for
Your Lordship's consideration a copy of correspondence
which has passed between the Crown Agents for the Colonies
and the Colonial Secretary of Hongkong on the subject of
the supply of explosives for use by the Kowloon-Canton
Railway.

The Crown Agents in their last
letter to the Consulting Engineers define the function
which they perform in connection with the Railway as being
responsible to the Secretary of State "that no unnecessary
expense is incurred in the carrying out of public works
undertaken under the supervision of Consulting Engineers".
On these grounds they intervened regarding the method of
supply of explosives, which was sanctioned by my predecess-
-or. It would, however, appear that "unnecessary expense*
will be incurred by ordering the explosives through the
